Robert estaba consternado.

Foto: Eva Parey // Offerings by some homeless people at the scene of the crime to pay tribute to a young French who was murdered violently on the night of 27 April. She knows that in addition to the usual violence that stems from sleeping on the street, she has it worse just for being a woman. He asks about the police intervention. “Now I have to go and file a report with the Mossos, but I can’t leave my things here, because if the Guàrdia Urbana [local police force] comes, they will throw them away.” In the middle of the night, she recognised the subject because he also sleeps outdoors nearby. She would like to report it but it’s vital for her to safeguard her belongings.

Pedro takes shelter every night in a doorway on Rambla Santa Mònica with a fellow homeless person. They sleep in shifts, to ensure their physical integrity and their possessions. “One night it was 2am and I couldn’t stay awake anymore. When I woke up, our suitcases had been stolen with our whole lives inside.” It’s not the only incident he has suffered. His mobile phone has already been stolen four times.

To avoid nocturnal aggressions, some prefer to group together. “Last night at 1am three hooded young men came and tried to steal our backpacks. We realised what was happening right away. Since there are eight of us, we confronted them and got them to leave empty-handed.” Nuria confesses that she is tired of sleeping in a group, because each person has a history that can potentially lead to unpredictable behaviour.

If something has scared the people who are confining themselves on the street during the state of alarm, it’s their physical integrity. The Eixample murderer, a homeless Brazilian confined in a caravan in Les Planes, Sant Cugat, took the lives of three people who were sleeping on the street with atrocious violence, between 16 and 27 April. The victims, a 22-year-old Moroccan man, a 76-year-old Spaniard from Teruel and a 32-year-old Frenchman, were very present in the memory of the homeless group. In fact, there was a first victim on 19 March, also in Eixample, whose murderer has yet to be identified.

Robert and Vasili, both of Romanian origin, were street neighbours of Jean Pierre’s, the last victim of the Eixample, murdered on 27 April at 11.30pm while he was sleeping on the pavement, in front of the bakery where he begged during the day. “I was sleeping 300 feet away from Jean Pierre. It could have been me!” Robert was appalled. He had shared a beer with the victim just half an hour earlier. He couldn’t believe the fury that could have led the murderer to attack his colleague on the head with a hammer. This murder left Vasili uneasy for several nights until he decided to enter a long-abandoned site, confining himself there with other compatriots.

The police were able to identify the Eixample aggressor through security cameras, witness statements from people who saw him on the street, and because he had been fined for skipping confinement shortly after murdering the young Frenchman. But his arrest and admission to the psychiatric module of Brians II prison did nothing to reassure homeless people, as attacks on them are periodical.

According to a report by Hatento, the Observatory of Hate Crimes against the Homeless, carried out in 2015 on a population of 261 people, 47% said they had suffered at least one incident, robbery or assault, although in many cases the attacks are repeated. Murder is committed, in the most extreme cases. The Observatory, with a focus on the defence of the human rights of homeless people, was created thanks to the NGO Hogar Sí and the support of various other organisations, including ASSÍS Centre d’Acollida, which cares for local residents in the Sarrià neighbourhood. If there’s one thing all these entities demand, it’s a reform of the Civil Code to include aporophobia, aversion to poverty, as an aggravating circumstance of criminal responsibility in article 22.4.

“Living on the street is a real threat to the homeless,” they warn. It’s the tragic reality of violence committed on a daily basis, sometimes even perpetrated by homeless people themselves, according to their victims. This violence can be directed indistinctly against veterans, as well as those who are out in the open for the first time, particularly in these months when the COVID-19 crisis affects so many people due to a sudden and prolonged lack of income.

<< Previous post
